For whatever reason, although "print inside out" is selected in the settings, the gcode seems to run outside-in.
Perhaps the shape is somehow confusing?

It is printing "inside out".
The problem is that once the flat bottomed area is completed...with the perimeters printing from inside to outside...and the slicer gets to the thin walled star shape, it IS printing the inside perimeters first...all none of them!.....and then printing the outside perimeter. The slicer does have a choice of which perimeter to print first..this or, or that one. It chooses one....and it's not the one the user expects. Not a lot can be done about that!
You could try setting the X/Y start point for the layer at the centre of the star to see if the slicer then picks the "inside" outer perimeter to print first.
