s3d v3 refuses to slice the fins even though it displays the stl properly, other slicers like slic3r slices it correctly. I do not have or know of any setting that would limit the height of the print, i dont know what else could be causing this other than s3d is buggy.

The fins are actually 1mm wide and my extrusion width is 0.5mm, i used slic3r to print it and it works fine, but as dkightly pointed out this is an ongoing issue that the devs dont seem to want to fix. Other than this one issue s3d has been good, its a shame that it must fall short with thin walls.
I just downloaded your STL file again, and measured the fin thickness a second time. It's definitely not 1.0mm unless you posted the wrong model or your scaled it differently in the program (although it doesn't look like you did from your screenshot). As I said before, it looks like the fins are around 0.4-0.5mm thick, which is less than your extrusion width. That's why it isn't printing. You can't print features smaller than your extrusion width.
If you correct the model so that the fins are actually 1.0mm wide, then you will have no problems printing it.
For the record, I routinely print parts that have walls that are only about 1.5x my extrusion width and they come out great. The software also does a good job handling intermediate thicknesses such as 3.0x extrusion width and 3.5x extrusion width walls thanks to their new gap fill settings. The thread that dkightley posted is only for walls that are smaller than 1.0x extrusion width (i.e. trying to print a 0.3mm thick wall with a 0.5mm nozzle). Personally, I absolutely understand why that limitation exists, since you can't print that size anyways. If you're doing FFF/FDM 3D printing, you should really be designing the parts so that they don't have features smaller than your nozzle size since you won't be able to print that size anyways.
