The 3.1 release notes list as a feature
Improved support for latest Smoothieware firmware and USB communication protocols
How do I specify that I am using a SmoothieBoard? I do not see any setting for a printer based on SmoothieWare/SmoothieBoard.

I don't think you need to make any special changes. Once you connect it, the software just detects it and communicates appropriately
Have you already tried connecting your board?

I have not tried it. My printer is in pieces at the moment.
My hope is that one of the fixes is for Simplify3D to fix the bug- producing a huge number of infinitesimally small moves - which causes SmoothieWare to hang on some parts. This seems to be a problem on SmoothieWare but not other firmware. I have a part which hangs at the same place each time - 4 hours into a 6 hour print. The hang happens at the same time in the print when the Simplify3d gcode file is downloaded by Simplify3d or Repetier-Host.
There are programs to post-process the GCODE generated by Simplify3d but it would be nice to print without a manual step and another program to download the code to the printer.
If there is no SmoothieWare setting the elimination of the problematic movement would have to be a general change and not a smoothieWare specific change.

The release notes say "Improved filtering for small movements during toolpath generation", so I'm guessing that has been added

tpete61, which release of SmoothieWare are you running. The stable release or the edge release?

The edge release. I was told by smoothie to not use the stable edge it is very old.
That is if you are referring to the one from like a year ago.
