Brim is only partially printed

I wanted to print multiple copies of this: http://www.thingiverse.com/thing:23615. Problem is that some of the trurbines only got a brim for two of the three blades. It has nothing to do with too little gaps or something because you can reproduce it with only one turbine.
Test scenario:

- Download stl file and drop it on an empty bet in Simplify3D
- Rotate it at the z axis by 180°
- Add a brim: 1 skirt layer, 0 offset, 5 outlines
- Prepare to print: everything looks nice

- Reposition the object to x=70, y=140 (z remains 0, of course)
- Prepare to print: no brim for the outermost blade

The bed has a size of 200x200mm, so it should fit without any problems. Is this a bug or do I something wrong?

That probably means the bottom of that model isn't perfectly flat. You can confirm this by double-clicking on the part and then reducing the Z-axis offset by 0.2mm or something similar to drop part of the part below the bed. After you do that, if the brim is working correctly, then that confirms the model isn't flat on the bottom.
