[ADDED] Should the raft not only surround the bottom layer?

A large portion of the raft is not being used.
Could this be changed in a future update, to let the raft only surround the bottom layers of the print?

I agree.
One thing to note is of you are not using support and set to print with a skirt it will just put it under the raft which can help in some cases.

I am happy to say that raft in Version 4.0 was completely redesigned for easier separation and faster printing. The raft is now only placed where it is absolutely needed, so this would solve the issue that you noted in the post above.
