first layer on raft

using raft and first layers are killing me .. they are awful :( ... I tried so many things but just can't get bottom of the print to be ok .. tops are great, sides are great, overhangs are crap on this printer but that's not s3d's fault but crappy filament and even crappier hotend .. but bottoms are killing me :( ...

the overlap's are at maximum, extrusion is properly calibrated, measured to 5th decimal so that's not a problem, but even changing extrusion from 90 to 110 % does not solve the problem ... the bottoms layer fill don't go trough to the perimeter, it's underextruding it.. basically everything is wrong with it :( .. whatever I change I can't make it work ...

for e.g. this is same object (forced overextrusion to try to fix the bottom) .. the top - you can see it's bit over-extruded, bottom it's 50% infill for fsck sake :( ... the "lines" are 50% of the width they out to be ...

there's something obvious I'm missing .. but ..

Did you ever get this figured out? I'm having the same issue with my CR10S. The raft is immaculately smooth, so I can't believe it's a bed leveling issue, but the first layer is horrendous. Everything up from there is fine.
