Unnecessary horizontal supports

I am experiencing an annoying issue with certain 3d models. When I cut a cylinder type shape in half and print each "half-moon", it decides that it wants to print a horizontal support somewhere in the middle of the piece on the inside of the curves.
Two problems with this:
1) it's tough to remove (have to use dremel)
2) it cuts into the outer surface of the printing model at that layer as well
How do you remove these in simplify3D?

Did you try editing the supports before preparing to print? you can remove the supports you don't want and then slice it.

Are supports turned off? That looks more like bridging to me.

To me it looks like you're corrupting the mesh when you cut the cylinder section in half and S3D is not able to make sense of what's left..
My suggestion would be to run the cut sections through an online mesh repair service such as
http://www.makeprintable.com and try slicing again.

why do you cut the cylinder into halfs?
Perhaps it is sufficient to sink the cylinder down. Just dobble click on the cylinder and put it down "in" the table with Z-Offset.
All area of the object below the table will not be printed.
