Selectively cooling shell and infill

What if we could select part cooling power by the outer shell (outermost only or numbered), infill and supports?
Part cooling can be a choice between details or layer adhesion, but if we could start the first layer without cooling for inner shell, then full cooling for the outermost shell for overhangs and detail, and then continue to finish the infill with no or low cooling for maximum layer adhesion and structural integrity ?
I am new to this so it may be a bad idea, but you need 5 bad ideas for each brilliant one so lets throw the dice.
