Filament Curling on first Millimeters of first Layer

I encountered this problem now on two different Printers with to different Materials (PETG & PLA) on two different surfaces (BuildTak & Glass):
In general the adhesion of the first layer is good, but for like the first 2 - 3 mm the filament won't stick to the print-bed. After these first Millimeters the filament sticks very well and everything is fine. Except for those little curls or leaf-like filament strings sticking out of the print bed and sometimes mess it up when nozzle passes by and "pick them up".

I try to get rid of this situation by changing the first layer settings (for most of it the Height) and changing the Global G-Code Offset in Z. But no matter what i do, i am not able to control those first 2 to 3 or maybe 4 Milliliters of filament.

If you use >Additions > Brim, one or two perimeters in a certain distance, the problem will be solved.

But generally, you are sure it is a extrusion of the start of the print or these 3 - 4 mm filament are coming outside while the nozzle is travelling to the startpoint of the print.

The Z-Offset in the GCode-Tab also may be negative.

Please attache your Factory-File ( >>> FILE > Save As ...) with a test cube.
