Strange concentric fill (external)

For one reason or another, Simplify3D cannot slice this particular model with a clean outer surface. The issues I'm seeing in the print correspond nearly exactly to the retraction locations in the preview (and squiggles?...should be concentric circles, no?). Not sure what is happening to the top surface as no issues are evident in the preview for those layers.

Sliced in Simplify3D 3.1.1 and the top surface of the outer ring is not simply concentric rings but strangely shaped at points. The only layer near this point which is properly sliced with clean, concentric circles is the first solid layer placed when closing that surface (3-4 layers below the top surface). Subsequent layers are jagged (in different spots).

Printed piece shows that the blemishes on the surface correspond to the strange areas of the preview. In person, it's possible to see the nozzle tip in each of these spots.

This is a model I made myself. It is simply cylindrical extrusions; all surfaces are flat in the model. I tried undercutting the smaller cylinder to make sure the top of this ring was an even division of extruded lines and, while, the squiggly areas were minimized (or moved), they didn't disappear completely.
