Ooze control on top/bottom layer

Currently, we can prevent retractions except when the nozzle crosses open spaces:
"Only retract when crossing open spaces"
Although this is beneficial for the middle layers, it would be nice to have retractions on the bottom and top layers (without needing to make new processes).
