minimum layer time -> optional lift head and wait

I would love to see an option like Cura's "cool head lift" - basically if layer time is too short, even with slow printing, head should move away a little (some argue better Z than x/y to prevent blobs) retract (optionally) and pause the time needed to fulfill the minimum layer time.
This can be done by adding g-code on layer change, but that we would wait between each layer of that process, no matter if needed or not. In an ideal world, if I set 30 seconds for a very small island and minimum print speed at x, the wait time needed to minimum layer time should be added this way.
