TPU shrinkage

Hello, I'm new here.
I'm having issue with TPU shrinkage. I made a cube that's 20 mm x 20 mm x 10 mm, but when I printed it out. It came out 19.3 mm x 19.3 mm x 9.99 mm. Yes, I did calibrated my step per mm and filament. Anyways, I heard 'horizontal compensation' will fix this issue, but does it affect the inner dimension? For example : The outer dimension is off, but screw hole is correct. Will it make it bigger or small?

Second, does "G-Code Offsets" work the same way as horizontal compensation? The only different I see is... It has z offset.

Third, I heard scaling works by double clicking the model . How you do that? I need the formula. I hope simplify have a setting to save this for tpu. I having feeling this going to be problem every time I print a model.

Horizontal size compensation expands your entire model by that amount in the XY directions. The gcode offsets just shift the entire model with a translation (so no scaling, just moving).

There's a video showing the scaling options if you're still trying to figure those out:
