Raft Printing

Why if i print with raft my nozzle start to print far away from the bed hight? i have ho enter a -0,55 offset to the z axis to compensate that gap.
I think, thats normal!
I have test it out (Z-Height 1stLayer):
No Raft : 0.190 (LayerHeight 0.20 * 120% - Z-Offset -0.05)
Raft, no base : 0.517
Raft, with base: 0.767
The raft is not pressed to the bed, only slack laid
