I was having this problem even in other slicers. But I have solved this on my TAZ 4 in those slicers and Simplify3d by adding the following GCODE (found on lulzbot forums) to the start script
M304 P162 I17 D378 ; PID adjustment to help reach <BEDTEMP> more reliably
