You can't place the same <extruder> tags inside the material options, since that would mean you placed the <extruder> tag in both places, which is not allowed. That's exactly how it's supposed to work. You can choose whether a setting is changed based on material, quality, or if it remains fixed (i.e. just part of the base profile). You have to pick ONE. It can't be changed by material and quality since that wouldn't make sense. And yes, if you want mater...

As long as your printer are able to print it, layer height should be the only option. However you may or should also need to double the initial layer height setting.
