While I can understand why you might want an additional option to control the speed of the final outer layer, I would prefer they add the feature rather than take away useful existing features. For those of you on Windows, I just built a small background application for uploading gcode and stl files from a local folder to an Octoprint server (via REST). I was just about to post the exact same thing but found this thread before I did.

I envision a good size note field with scroll bars on the first tab page. I keep physical notes about my library of FFF settings but it would be much nicer to have them embedded in the FFF settings.

This is something very desirable as a standard and supported implementation regardless of any user hacks and/or work arounds. And it should be ridiculously easy to implement.
