If the print head isn't stopping at the locations of the blobs its not a retraction issue and it is probably over extrusion. When the nozzle reaches those corners its releasing built up pressure. In Process Settings check that your Nozzle Diameter is set correctly, the Extrusion Multiplier is set to...

Separate Connected Surfaces says "The selected mesh is already a single connected surface." I guess its the mesh like your're saying I didn't design this model from scratch. It is an imported STL from Thingiverse that I pulled into Fusion 360, mesh to BREP so I could modify it, then I used...

Then 95,96,97 are solid. The actual embossed feature isn't until layer 98

This forums anti spam system must be limiting me to one attachment. Here's the last one.
You can see the next solid layer leaves gaps above the eyes for some reason. It does this on the next 3 layers until the solid infill covers everything up.
