It is tough to know for sure from just this screenshot but my guess is that your current Minimum Infill Length is set high enough that Simplify3D is unable to fit any infill in these small sections. Please try opening Windows Explorer and navigating to the following directory:

C:/Users/%USERNAME%/AppData/Local/Simplify3D/S3D-Software

You may need to enable hidden folders to access this directory. Once there, please try deleting the savedState.factory file, then opening Simplify3D again.

It is tough to tell from these couple images but there looks to be some overheating, over extrusion and maybe some less than ideal retraction settings. Could you please post a Factory File for this so we can suggest some settings changes?

This does look like it could be due to overheating but it might also be over extrusion causing the wall irregularities you are seeing. Could you please post a Factory File so we can look into this a bit more? You can export this by going to File > Save Factory File As...

It looks like you have the option labeled "Include M101/M102/M103 commands" enabled. These are older commands that cause primes and retractions so it looks like these are causing retractions to still occur on your printer. Please go to the Gcode tab of the Process Settings and uncheck this...

Could you please send a gcode file where you are seeing retractions even when the retraction box is unchecked?

In the Extruder tab of the Process settings if you uncheck the box labeled "Retraction" under the Ooze Control section this will ensure no retractions are placed in the gcode.
