I think there needs to be a setting to only put rafts where support material is just in case you don't want the actual part to have a raft just the sometimes flimsy support material.

Have you checked out S3D's "support base layers" feature? It's essentially a raft for only supports on the build plate. viewtopic.php?t=5776#p34702
