Like most things, people have there own needs from a printer. So you need to take into account not just how much you can spend but what do you need the most, eg build size, dual print heads, heated bed, printer rez, easy to use, how much you need to use it.

I recently recommended a Monoprice to someone who has difficulty learning and solving problems.
I did a lot of research (using my 5 yrs of 3D printing experience of 3 printers, including building two from kits and hacking them).
There are some good youtube vids on the Monoprice.

Of course, you may have skills that beg to build/hack something... or buy something robust yet fairly simple... Just recognize that at some point, regardless of the machine, something will need attention and ability to use some tools...

What do you want to do with the printer? That answer will help us in making suggestions.

Very subjective question but you have to start narrowing down somewhere!
The Prusa MK2s and the MK3 are good with very active support. Either in kit form or assembled.
The Flashforge Creator Pro and the QIDI Tech-1 and X-Pro are good solid machines.
A little smaller in size and cost is the QIDI X-one2.
A good single extruder machine with a larger volume and is enclosed is the QIDI X-Plus. I am testing this one and it has been a good performer.

"best" is very very very very subjective ... many good printers @ that price .. I'm currently testing
craftbot2, 3 and XL and they are freaking awesome.... great build quality, awesome support team .. active community.. not as active community as for prusa for e.g... EU made, not PRC, so good QA, quality parts...
