One of the settings must be triggering the slicer to fill the model but I can't figure it out. infill is 0 solid is 0 no top or bottom layers. just 2 perms. (same problem with 1 perm)

Reducing the value for Solid Infill Threshold Area should solve the problem. This is usually used to strengthen weaker regions.
