Use a brim or raft
If you have a heated bed put a cardbox over your printer to increase temperature

Just some ideas, I'd test that and see if it makes a difference.

Looking at the picture, that looks like a problem of over-extrusion.

Some quick questions:
1. This is ABS?
2. What is the temperature of your bed and extruder?
3. What is your retraction setting?
4. What is your restart distance?
5. What is your extrusion percentage?

For me, setting the last three solved a lot of problems similar to what you had. Also, if your temperature is too low for ABS, you can get material cooling to soon, which could also cause problems with a print.
