Top layer of raft bonds poorly

I'm experiencing a problem where a 100% infill top raft layer comes out stringy and bonds very poorly to the underlying raft. What can I do to 'bulk up' the top layer of the raft?

The 100% infill on the part itself comes out rock solid (red circle), but the same 100% infill on the top layer of the raft comes out exceedingly stringy (blue circle):

The result on a large part is the top layer of the raft separates from the bottom layers of the raft during a build:

I've attached the factory file with a different STL file but all the processing is identical.

I've tried disabling the base layers on the raft, and that fixes the density issue somewhat - but I'd strongly prefer to have the base layers present as the part I'm building is ~24" wide, 8" deep, 5" tall on a 3dp 1000 printer.

Are you only printing 1 raft layer? Trying increasing that value and printing 2 or 3 more raft layers. That will help them become more solid. You can also adjust the raft infill percentage if it isn't already at 100%

I also make sure there is no cooling while printing the raft. That helps keep the top layers bonded to each other.
