Cooling fan comes on when all is set off

I've tried everything. Set all the settings under cooling off. After saving "Factory File" or even if I don't, it sets it to come on after the second layer. Why?

Pretty hard for people to help unless you include your setting. Go to File > Save Factory File

When you make the changes do you click the update button, I think it is update (not in front of it) to save the changes to that profile? I find when I pick PLA for instance and make adjustments and don't update they are discarded when I close out.
Another thing would be to delete the line for the layer setting where the fan comes on similar to how ABS is set up.

Been there done that. Saved several different versions all have the same issue. go to cooling after a print and it's set to come on after the first layer at 100%

Well maybe it would help if you make these changes, click Update Profile, then go to File > Export FFF Profile and post that file here. That way others can look it over to see if anything's wrong. Right now, there really isn't enough info to do anything other than speculate.
