Hole Adjust

Often exterior dimensions are correct but holes are too small. should be a Dimensional Adjustment that just affects holes,

I suspect that resolution constraints generally cause greater inaccuracy (as a percentage of the designed diameter) as hole size gets smaller. If that's true, there may not be a linear relationship between designed vs. printed hole size (i.e. a simple correction factor may not always get you as close as you'd like).

One technique I've used with some success on smaller holes is to design a 1/4" thick plate containing various sizes of extruded holes within my range of interest. Above each hole I've partially extruded text indicating the corresponding diameter specified in the plate's design. I print the block using the same process and material as I intend to use for the object I'll be modeling.

I then use the actual diameters of the printed holes (measured using drill bit shafts or dial calipers) to refine the hole dimensions specified in my object model design. This is a bit more convenient if your CAD software supports parametric modeling so all you have to do is edit your hole sizes in your parameter table. If you conclude that all you need is a simple diameter correction factor, you can incorporate this variable into your parameter equations.

The "hole plates" can be retained for future reference. You can correct the hole sizes in your design to match your intended values if you subsequently decide to have your object machined.

The horizontal compensation can be used to fix this issue. I have to wonder if inaccurate extrusion multiplier settings play into the small hole issue more than anything.. So far, all holes I have created in my model have been the correct size once printed. I did use the Horizontal Compensation to correct a threaded screw that had been deliberately made smaller by the modeler to help with the issue you are speaking of, only in the positive side of thing (screw and threads)
I was able to make the thread fit nicely using this feature to increase the size by .3mm.
