Wipe nozzle feature moves at printing speed

It seems to me that the wipe feature has been changed in 4.1. I seem to remember wipe performing its wipe at the speed of travel rather than the speed of printing. Am I wrong? I also am getting more issues with stringing with wipe enabled than without. Especially when printing the last little bit of more than one tower. Because of the extra slow speed caused by layer time speed constraints, a wipe of 2mm could take 0.5 seconds or so depending. I am finding this allows enough time for the nozzle to catch a bit of something and pull a string. Anyone seeing this?
