zero shells on top layer

Hi,

I was making some name tags for gifts when I stumbled upon what looks like a bug. I wanted to get a more consistent finish on the very top layer, so I added another process for the very top and set the number of perimeters to zero. On doing so, I'd have expected the solid top layer to extend out to the perimeter but it didn't. I'd expect the green solid area to overlap the turquoise.

Does anyone know how to fix this?
