not getting infill between layers printed at an angle

the part I'm trying to print has thin layers (~.040 in) at an angle.
[it was originally made from sheet metal]
when I print it there are 2 layers of filament with a gap in between.
I have been tweaking various parameters and using the preview to see if I can get those 2 layers
to bond together. [I have made a number of prints, the gap is real...]
as far as I can tell, there is always a gap. even at 100% infill!
I've tried setting advanced->allow gap fill when necessary-> upped to 50%

to see what I'm talking about (in the preview)
bring up the factory file, set view to top, zoom in till the 5 vanes in the center most of the screen.
then click on prepare to print.
click on preview by layer and run the end slider backwards a few layers
note the last layer is 2 layers of filament together, the others have a gap.
[you may have to zoom in further to see the individual lines]

any suggestions on what to tweak?

Try upping the outline overlap to 50%, this is what I see now:

I'm seeing the same thing with thin walls (0.047") that are vertical. That zig-zag infill drives me nuts. Not been able to nail down what is needed to fix it.
