minimum layer duration / makerware setting

Hello I am very good with Makerware and I am now trying to make a full conversion to simplify3d.

In the attached picture you can see my model is slowing down at the top third and I actually want this to happen on small radii geometry. I controlled this with minlayerduration setting on makerware.

On s3d I don't see a setting to make sure a particular layer takes a minimum amount of time, furthermore it appears to be doing something similar to this on its own.

Can you explain why the stock setting on s3d is slowing down it's speed in my picture and also where I can tell s3d to do a minimum layer duration without setting a separate process a a specific layer height?

Its in the cooling tab. Layers that take less than x seconds are slowed down x %
