Trouble with Overhangs

I recently started using Simplify3D and I has helped my prints quite a bit. I'm still having trouble with overhangs. All my overhangs are ragged. I'm not sure it this has to do with speed or temperature. My printer is a MendelMax 2.0 that I sourced and made myself. Attached is a picture of a print I just did to show what my problem is. Any ideas or suggestions would be great.

It looks like you are printing WAYY too hot. Either too high of a temperature, no fan cooling, or you are moving too fast and not giving the layers enough time to cool down.

I did forget to say that I'm printing with ABS.

Cool it down a little and print it in two half's. Front and back then glue. Use the Z height feature. I make plates of those and it works well.
