If you change the preview coloring to "Active Toolhead", you can see that it only uses 1 tool for the entire print. That means there's no need for a tool change. If you go to Edit Process Settings > Additions tab > you have the "Auto-Stop Ooze Shield" option enabled, which means it won't add an ooze shield if it isn't needed.
Short answer - disable the "auto stop ooze shield" option or use a print that actually requires multiple tools
