If I scale it down let say 70%, then I close the window and open it again, it shows 100% again.
I want it to remain at 70% so I know how much I reduced it.
Is this a bug or is there a setting i missed?

We had many customers in the past that wanted to be able to enter the relative scale change (for example, increase the size by 20%) instead of having to work out what an additional 20% increase would be if the old percentage was something like 115% already. So the change in V5 was actually requested by many of our users.
However, we want to make sure we support all our users, which is why we added an option to display the cumulative scaling percentage that has been applied to each imported model!
To enable this option in Windows, navigate to Tools > Options > Models > check "Display cumulative model scale values". On Mac, navigate to Simplify3D > Preferences.
If you would like to return to the relative scaling, simply go back and uncheck this setting.
