Blobby first 20 layers then regular printing

I'm printing PLA at 210° on a 70° glass bed with no surface prep. I'm getting good 'stick' and 'smoosh' on the first later then I get blobby layers (looks like over extrusion) for the first 20 or so layers, then the print looks normal (like regular extrusion)... I need help trying to figure out what is wrong

Thats interesting, I also observed this effect from time to time. But not as extreme as shown in your picture
As far as I can say, this happens in my case only on relative long straigt lines on the outer perimeter.
At first I thought it is some kind of vibration, but even if the model is a uniform cuboid with round edges, it happens from time to time... but if so, then only in the first dozen of layers

Too hot on the bed. 65 maybe for the first layer then drop to 60 or 55 depending on how good the adhesion is and the ambient temps. Also, depending on the brand of PLA 210 may be getting up there on heat.
Also see when the cooling fan is coming on or is it even coming on.

So in my case, I get this problem with PLA as well as with ABS.
But maybe next time I observe the problem I try to lower my printing bed temperature after the first layer. But in my case it is really model dependent.

My printing Temperature on PLA is 210-230 °C (depending on printing Speed), 240 °C with ABS, and the Bed temperature is 60°C on PLA and 110°C with ABS. On PLA the fan is on after the first layer, with ABS I printing with no cooling most times and I seal my whole printer to get a warm building enclosure, if I didn't do so, my ABS prints are cracking because of the shrinkage when cooling down to much.
