I don't understand how is ooze shield using less filament then prime pillar? If you can elaborate I'd be grateful 
As for using the "wait time"? Note that if you just do "dwell" (G4) you will have oozing so you do need to prime your nozzle before you start printing after G4, IMO something like:
1. move to a predefined "safe" XY position (XY configurable of course)
2. execute G4 with some seconds, where this "seconds" value should be configurable as "constant for all layers" or "constant - layer time"
3. prime
4. continue printing
In any case, adding DWELL support to S3D +++++++++++++++++++++++ from me
